Brad Gilman has been a lawyer with HSBG since 1988. Prior to joining the firm, Mr. Gilman served as Maritime Counsel to the U.S. Senate Commerce Committee from 1984–1987. There he conducted oversight activities on programs and policies governing the U.S. merchant marine, the U.S. Coast Guard, and commercial shipbuilding. Mr. Gilman also drafted legislation governing subjects within the maritime oversight jurisdiction of the Senate Commerce Committee and supervised the consideration of legislation on maritime programs and policies.
Mr. Gilman's recent accomplishments for his clients include:
- Represent municipalities in seeking federal infrastructure funding for harbors, airports, roads, water systems, and wastewater systems
- Represent municipalities on policy issues including those relating to federal fisheries management, homeland security, secure rural schools, rural aviation services, and rural postal services
- Represent fishermen and fish processors on federal fisheries management issues
- Represent an interstate marine fisheries commission on policies relating to fisheries data collection, federal management of marine mammals, and fisheries disaster assistance to the West Coast
- Represent Mississippi shipbuilders in seeking Department of Defense funding for specific shipbuilding projects, and on policy issues governing domestic shipbuilding
- Represent a maritime trade association on programs governing the carriage of government cargoes in support of military operations
- Represent Texas ship operator on specific government contracts
